Each country has an agency (FDA, KFDA, EMA,…) that is responsible for regulating the content/s of a certain product that is meant for public consumption, may it be in the form of food, drug, or cosmetic product.
What you can do is to check where the product was manufactured and look for any sign that says it has been certified by the regulating agency.
The rules may vary per country. But at least, it is one step in knowing that the ingredients have been reviewed and are safe for human consumption.
Research
Always do your research.
Maximize the internet for it can provide you with whatever information you need. Nowadays, you can easily Google the INCI (International Nomenclature of Cosmetic Ingredients) where you can find more information about the active ingredients.
If you want something more catchy and user-friendly, some apps aim to educate anyone interested about the science behind skincare like the Picky app.

Recognize
Be familiar with the FDA-recognized allergens.
These are chemicals that have been reported to cause some skin reactions.
These are:
Formaldehyde, paraformaldehyde, methylene glycol, methylisothiazolinone, coal tar, heavy metals (e.g. lead, mercury, cadmium, nickel), and fragrance.
